Every engagement begins with a precise articulation of the problem. Not the symptom — the structural root. Procedures operationalize processes at the individual level. Where processes describe what must happen, procedures describe exactly how it is done — step by step, with defined inputs, outputs, and escalation paths. Procedures are the interface between institutional design and human execution.

The final stage is execution — the translation of procedures into discrete, accountable tasks performed by defined individuals within defined timeframes. At this level, success is measurable and deviation is visible. The framework closes when every task maps back to a procedure, every procedure to a process, every process to the framework, and the framework to the original problem definition.
